Additional Information for Learners Claiming a Means Tested Benefits Discount

York and North Yorkshire Combined Authority fund Means Tested Benefit reductions in course/workshop price. As part of this funding they also will cover cost of materials up to a threshold. If you are on a Means Tested Benefit the following applies:

  1. If you are enrolling for a workshop where course materials are paid up front and provided by us, when you select Means Tested Benefit rate on booking, the course materials fee will be automatically set to 0 on the system and you will not have to pay for the course materials when you enrol. Note that a Means Tested Benefit reduction to course materials fee is dependent on us seeing proof of benefit claim as per our Fee Policy – Non-Qualification courses, which you can read here. As per that policy if you fail to provide proof of benefit within the allocated time period after booking you will be liable for the full cost of the course AND the cost of the materials.
  2. If you are enrolling for a course where course materials can be purchased and brought in by yourself (such as, but not limited to, dressmaking and furniture design) then there is a cap on what can be claimed. These are listed below. York Learning would reimburse the value of your purchase/s up to and including the cap but no further. For example, if you were enrolled on a dressmaking course with a cap of £30, and you chose to spend £45 on fabrics for your course, we would reimburse you £30. Please see individual course guides for information about the specific cap for your course. Note that only specific materials explicitly necessary for your course can be purchased in this way. If you are unsure please check with our team before purchasing.
  3. If you choose to not spend all of the cap, we will reimburse you the value of your spend and no more. For example, if you were enrolled on a dressmaking course with a cap of £30 and spent £25 on fabric we would reimburse you £25, not the full £30.  . If you choose to make multiple items in a workshop/course and choose to purchase materials to do this, we will only pay up to the value of the cap on one occasion. Only one claim per course/workshop per learner is permissible.
    1. Please note that all claims can only be made with a receipt and within 14 days of the final day of the course/workshop. Claims submitted after this time will not be reimbursed. There are no exceptions to this.
    2. Reimbursement will be made by BACS transfer direct to you within 30 days of your successful claim. The exception to this is if you paid cash for your materials and can prove it with your receipt, in which case you can choose if you wish to receive your reimbursement in cash. To do this, you would need to visit our main office in West Offices, Station Rise, York, YO1 6GA. Our office is manned 9.30am-3.30pm Monday-Friday. As above you need to do this within 14 days of the course ending or the reimbursement will not be issued.  You can choose if you paid in cash to receive your reimbursement as a BACS transfer in which case point 3.1 applies.

This is provided by the York and North Yorkshire Combined Authority in line with their funding rules which we as the provider are required to abide by.

Caps

The following figures are a guide and are subject to change. 

  • Dressmaking & Furniture Design courses calculate costs based on £1.50 per hour (ie. A 10 week course at two hours a week will be £30)
  • Stained Glass and Painting & Drawing calculate costs based on £1 per hour (ie. A 10 week course at two hours a week will be £20)
  • Ceramics£20
  • One day workshops Set by the tutor on a case by case basis. This information is published on the course guide for each workshop.
  • Modern Foreign Languages We will purchase course books on your behalf and provide them to you.
